The International Cooperation on Smart Cities Sub-Forum of the 8th Digital China Summit Held in Fuzhou

Hosted by the National Data Administration, organized by the State Information Center(SIC) and co-organized by Huawei Technologies Co., Ltd, and under the theme of “Digitalization and Intelligent Applications Empowering City of the Future”, the International Cooperation on Smart Cities Sub-forum of the 8th Digital China Summit (hereinafter referred to as the Sub-forum) was successfully held in Fuzhou on the morning of April 30th. Liu Liehong, Administrator of the National Data Administration and Lin Wenbin, Member of the Standing Committee of Fujian Provincial CCP and head of the Fujian Provincial United Front Work Department attended the Sub-forum and delivered speeches. Yu Ying, Vice Administrator of the National Data Administration attended the activity. Xu Qiang, President of the SIC presided over the Sub-forum.

In his speech, Liu Liehong said that the construction of smart cities in China marks the new era of digital transformation in urban area. It has achieved a series of typical successes with three main trends: firstly, entering a new stage of theory on reconstructing the system and promoting both the quality and the effect, secondly, bestowing powerful motivation for data elements and digital technology, and thirdly, adopting a mode which leads to a key stage of long-term sustainable development.

Liu also gave three suggestions on building smart cities. Fristly, taking cities as the carrier, we should develop and promote the infrastructure for building a digital China, secondly, building application scenarios on empowering the economy and society by data, and thirdly, facilitating comprehensive international cooperation in the field of data.

Focusing on the theme of "The Future City: Digital and Intelligence Cooperation", participants shared views on policy orientation, practical experience and latest technologies on smart city construction at home and abroad from different perspectives such as researchers, government, enterprises and media during the keynote speech session. Guo Renzhong, Dean and Professor of Smart City Research Institute of Shenzhen University, Ugo Valenti, CEO of Smart City Expo World Congress, Shan Zhiguang, Director-General of Informatization and Industry Development Department and Head of the Smart City Development and Research Center, SIC, Dai Xiaohong, Deputy Secretary-General of the Chongqing Municipal People's Government and President of the Big Data Application Development Administration Bureau, Non Arkaraprasertkul, Chief Expert of the Thailand’s Digital Economy Promotion Agency, Huang Jin, Vice President of Huawei cloud and President of Huawei Strategy and Industry Development Department, Zheng Wenxian, Vice President of Intellifusion Co., Ltd, Tang Weihong, Member of the Party Committee, Chairwoman of the Supervisory Committee and President of the Research Institute of the People’s Daily Online delivered speeches respectively, namely, “Developmental Thinking and Systematic Thinking: The Innovative Logic of Smart Cities”, “The Great Era of the City”, “Promoting Integrated Development of Smart Cities and Digital Economy”, “Embracing the Digital Era, Creating a Blueprint of Intelligent Governance and Actively Exploring New Path for Modern Governance in Megacities”, “Thailand-China Smart City Cooperation Blueprint: Jointly Building a Digital Future”, “Jointly Building the Cloud Computing Infrastructure for an Intelligent World, so as to Create a New Future for AI CITY”, “Exploring the Development Path of General AI in China With Cutting-Edge AI Technology” and “Smart Cities and Media Responsibility in the Era of AI”.

In collaboration with China Mobile, the First Research Institute of the Ministry of Public Security and WeBank, the SIC released the Guidelines for Trustworthy Data Space Construction Based on Blockchain and Blockchain Service Network (BSN) during the achievements release session. The Guideline puts forward a cross-network, cross-cloud and cross-chain distributed trusted data space system based on blockchain with a “1+5+N+1” structure, aiming to enhance trustworthy control, resource interaction and value co-creation. Smart city enterprises released their latest research achievements respectively, namely, the Yuanjing Economic Model from Smartsteps, DeepEdge series and Tianzhou series from Intellifusion, and the comprehensive service platform Ceyuan for the construction and operation of high-quality datasets from ISSTech.

During the cooperation and signing session, China Mobile Internet Co., Ltd, Singapore Accredify cooperation and Hongkong Red Date Tech Co., Ltd signed the cross-border cooperation agreement among China mainland, Singapore and HongKong on digital identity and verifiable credential connectivity. Shanghai Municipal Data Bureau, Smart City Expo World Congress, Shanghai Pudong New Area Data Bureau and Tomorrow City Shanghai signed a strategic cooperation agreement between Smart City Expo World Congress and Shanghai city. The SIC and Huawei Technologies Co., Ltd held the opening ceremony of joint study themed “One Network for the City: the Trustworthy Data Space Connection Infrastructure”.

During the round table dialogue session, government departments and enterprises at home and abroad engaged in exchanges, sharing practical approaches on smart city construction and jointly envisioning new potential for international cooperation on smart cities.

More than 200 local and foreign guests from government departments and enterprises in the field of smart city attended the Sub-forum.
