The "2020 Guangdong-Hong Kong-Macao Greater Bay Area Cyber Security Innovation Conference" was held in Shenzhen Convention & Exhibition Center from November 28th to 29th. The conference was hosted by Shenzhen Municipal Peoples Government under the guidance of the Ministry of Public Security and the State Cryptography Administration, and supported by Guangdong Provincial Party Committee Office of Cyberspace Affairs, Guangdong Provincial Public Security Department, Guangdong Provincial Government Service and Data Administration and Guangdong Provincial Cryptography Administration. Zhou Min, Vice President of the State Information Center(SIC), was invited and delivered a speech at the "Intelligent Government Security Forum". Person in charge from the Department of Public Technical Service, SIC and other relevant staffs attended the conference.

Zhou Min pointed out in his speech that the Fifth Plenary Session of the 19th CPC Central Committee proposed new requirements for comprehensively strengthening the cyber security system and capacity building, and made strategic deployment to strengthen national data security protection and personal information protection. In the next stage of development, we should attach great importance to E-government network security, realize the grim challenge to cyber security issues, and get a clear understanding on the trends of data security, thus speeding up the digital governance. Zhou Min made three suggestions on the cyber security work within the digital governance:

First, we should resolutely implement the regulations of Information Security Technology-Baseline for Classified Protection of Cybersecurity and Information Security Technology-Baseline for Security Protection of Infrastructure Network for Key Information, thus build a comprehensive prevention and control system for cyber security. For effectively safeguarding the security of infrastructure network for key information, we should make full use of technologies such as AI and big data analysis to promote the next generation of network security management method and network technology by adopting the concept of “keeping 3 trends and 6 kinds of defend methods in mind”. The “3 trends” refer to"situation orientation, systematization and normalization", and the “6 kinds of defend methods” including "dynamic defense, active defense, in-depth defense, precise protection, overall prevention and control, and joint prevention and control".
